Short, L-shaped arm, longer part facing forward and attached to the frame? If so, that's a "coaster brake"; when you turn the pedals backwards, it activates a braking mechanism in the hub. Used to be standard on bikes until they decided that caliper brakes were cheaper to manufacture.
