They mentioned slavery and thoughts go to the underground railroad type of thing, but my first thoughts were regarding prohibition and the '20's. It would be convenient for a speakeasy here and there, linked by a network of tunnels.

There used to be a similar thing in downtown St Louis. It was last seen in the area below Union Station. There were lots of abandoned store fronts down there. Tools still sitting on benches (I wish I had picked those up!) and an occasional locked door...
